 Security and privacy protection deals with a main property in the case of a web browser. And i think Google wants to make their Web Browser, Google Chrome a secure one. Thats why they are offering such things like following 

If you are a hacker and If you can also hack Google Chrome successfully, Google will reward of 1 Million Dollar for your hacking talent. Let us hear Google's words, 

       $60,000 – “Full Chrome exploit”: Chrome / Win7 local OS user account persistence using only bugs in Chrome itself.
       $40,000 – “Partial Chrome exploit”: Chrome / Win7 local OS user account persistence using at least one bug in Chrome itself, plus other bugs. For example, a WebKit bug combined with a Windows sandbox bug.
               $20,000 – “Consolation reward, Flash / Windows / other”: Chrome / Win7 local OS user account persistence that does not use bugs in Chrome. For example, bugs in one or more of Flash, Windows or a driver. These exploits are not specific to Chrome and will be a threat to users of any web browser. Although not specifically Chrome’s issue, we've decided to offer consolation prizes because these findings still help us toward our mission of making the entire web safer.

 Through making this challenge, Google is aiming an extra ordinary relationship and association with hackers and developer in a way to make Google Chrome much secure and reliable for users. As you may know finding a loophole for hacking and security threat can lead Google Chrome Developers for Developing a better Chrome. The company is also giving away a Chromebook to all of the winners, a great way to get these security experts relying on Google’s technology platform even more.

The participants should submit the exploited chrome first in front of Google other than anywhere. They are not even able to do a blog post about it. Because Google knows how this knowledge  can destruct their and our Favorited Web Browser.
